"The tax has been agreed by the leaders of London's 33 boroughs and will be included in a Bill to come before MPs on Nov 27. If passed, the new law could be in force by 2009.
The London Councils Leaders' Committee also suggested a total ban on plastic bags.
"This is not about attacking supermarkets," a spokesman said. "It is about trying to get people to change perceptions.
"We use around 13 billion carrier bags each year. Each adult uses about 300 a year on average, yet only one in 200 is recycled."
Billions of bags are sent to landfill sites each year and it can take 400 years for a discarded bag to decompose."
